Reveal Global Consulting, LLC Agrees to Pay $820K for Improper Billing Defense Intelligence Agency

DCAA auditors assisted in an investigation that resulted in Reveal Global Consulting, LLC (Reveal) agreeing to pay $820,000 to resolve allegations that it violated the False Claims Act by improperly billing labor hours on a Defense Intelligence Agency (DIA) Time-and-Materials contract, from October 2017 through July 2018. The settlement covered allegations that Reveal maintained insufficient time records, submitted false invoices for labor hours and inflated subcontractor costs. Throughout the contract, Reveal allegedly failed to establish and maintain an adequate, effective timekeeping system.

The investigation and settlements were the result of a coordinated effort among the U.S. Attorney’s Offices for the Eastern District of Pennsylvania, Defense Criminal Investigative Services, Defense Intelligence Agency Office of the Inspector General and DCAA.

Auditor Timothy Griffith and Supervisory Auditor Sandy Storzieri assisted in the investigation by participating in meetings and interviews with the investigative team, briefing the contract for pertinent criteria, obtaining records from the DCAA Field Audit Office to support the investigation, analyzing invoices and other documents obtained through Civil Investigative Demand (CID), and participating in the settlement process. In response to the CID, the contractor stated they did not have timesheets for the contract; however, the auditors found timesheets for the subject contract in the audit office’s files, which facilitated the settlement process.
