DCAA uses special hiring authorities to appoint veterans and military spouses when the following conditions are met. This provides eligible veterans with opportunities that are not offered to other candidates. For information on the eligibility criteria, please select from the veteran hiring programs below:

  • Veterans Employment Opportunity Act of 1998 (VEOA) – This authority can be used when filling permanent positions by allowing veterans to apply for jobs that otherwise would have only been open to current or former Federal employees (often referred to as "status" candidates). This allows eligible veterans to compete for job opportunities that are not offered to other external candidates.
  • Veterans' Recruitment Appointment (VRA) – This authority is used to fill a time-limited or permanent job at any grade level up to and including GS-11 grade level, without using competitive selection procedures. After a veteran satisfactorily completes 2 years of service, the veteran will be converted from their current position (except for those in time-limited positions) to a career or career-conditional appointment. One of your veteran's benefits is that, following this transition, you acquire 'competitive status' within the federal government. This status allows you to compete for future jobs that are not offered to other candidates outside the federal government.
  • 30% or More Disabled Veteran - This authority can be used to fill any position for which the veteran is qualified, without using competitive selection procedures. Unlike the VRA, there's no grade-level limitation. The initial appointment is time-limited (more than 60 days) but the individual may be converted to permanent status at any time during the appointment.
  • Military Spouse - This authority allows agencies to appoint a military spouse, without using competitive selection procedures, to a time-limited or permanent position. You are eligible if your active duty military spouse:
    • Received a mandatory Permanent Change of Station move within the last two years; OR
    • Has a 100% disability rating; OR
    • Died while on active duty.
