DCAA’s Central Florida Branch Office Restructuring Audit Team earned DCAA’s Team of the Year Award for its audit work of a high profile external restructuring proposal related to the merger of two major defense contractors. The audit work was challenging as the proposal was complex with multiple data sets from both contractors. Additionally, one contractor was very centralized and the other was decentralized. Due to the size of the combined contractor after the merger and the sensitivity of the proposal, the audit had visibility at the DoD level.
The office had 70 percent new hires and no one on staff with restructuring experience. Taking DCAA’s One Agency approach to heart, leadership reached across the Agency to find senior auditors with restructuring experience in Central and Western Regions to lead the team. Junior auditors from CFBO rounded out the team. Team members are:

Given the visibility and complexity, the team developed a detailed milestone plan and a unique audit program as there was no pro-forma audit program. As the audit progressed, they were able to establish efficiencies and processes. The team worked proactively with stakeholders including the contractors, DCMA, and various DCAA organizations and communicated frequently to keep the audit progressing. In the end, plain old hard work resulted in the issuance of the restructuring proposal in seven months.
