DCAA supports $1 million False Claims Act investigation

DCAA Operations Investigative Support Division (OIS) auditors helped support a civil investigation resulting in a $1 million settlement to resolve False Claims Act allegations. Noble Sales Company (Noble) was the prime contractor, responsible for managing supply orders, and required to get competitive bids from multiple independent vendors to ensure fair pricing. However, Noble allegedly coordinated with S.A.F.E. Structure Designs, USA Manufacturing, and their owner, Johnny Buscema, Jr., to manipulate the bidding process. S.A.F.E. Structure Designs and USA Manufacturing admitted to submitting “courtesy bids,” inauthentic bids made with no intention of winning the business, and allegedly manipulated vendor quotes for items on contracts to manipulate contract bidding for DoD Defense Logistics Agency orders at Cannon Air Force Base, New Mexico, and other locations. OIS auditors analyzed financial, accounting, sales and precontract records to help throughout the civil investigation.
