The Rapid Operations Branch Office (ROBO) recently provided critical support to the Defense Contract Management Agency (DCMA) during complex negotiations involving a prime contractor and subcontractor. Led by Branch Manager Jose Vento and Supervisory Auditor Andrew Coiner, the team included auditors Oscar Cruz Torres and Suzanne Ruvolo. The four of them worked together in identifying over $2 million in questioned costs and achieving a 66 percent sustention rate, saving the government nearly $1.5 million.
Months of preparation and negotiation support resulted in a live session involving the prime contractor, subcontractor, DCMA and DCAA. The team’s expertise in regulations and cost analysis proved instrumental in helping DCMA navigate the complexities of the subcontractor’s rate structure, business systems, and classified contract terms. At DCMA’s request, the team developed a comprehensive negotiation position for both the prime contractor and subcontractor, providing both in-person and remote support during the pre-negotiation phase and negotiations. Their in-person presence proved essential in addressing complex challenges, such as an approaching statute of limitations. With a focus on supporting the Warfighter and protecting the taxpayer, the team performed crucial cost impact calculations across various scenarios, ensuring the best possible outcome while maintaining accurate financial oversight.
