DCAA proudly observes National Vietnam War Veterans Day, a day to honor the courage and sacrifice of the millions of Americans who served during the Vietnam War. March 29 marks the day in 1973 when the last U.S. combat troops left Vietnam and the final prisoners of war returned to American soil. Over 3.4 million American service members were deployed to Southeast Asia from 1961 to 1975. Their service came at a great cost, more than 58,000 lost their lives, and according to the Defense POW/MIA Accounting Agency, nearly 1,600 remain unaccounted for. The unwavering devotion and willingness to put country first is not forgotten.
DCAA’s own history is directly connected to this era. As the war was ending in 1973, DCAA auditors traveled to Ho Chi Minh City to develop and teach a government contract auditing course for South Vietnamese counterparts. Partnering with the Defense Contract Audit Institute, DCAA created a two-week program focused on the essentials of fiscal oversight, covering topics like the procurement process, the auditor's responsibilities, reviewing costs, and analyzing proposals. The first session trained 72 local auditors, with another 42 auditors trained in a follow-up class in early 1974.
This mission in Vietnam was more than just a training exercise; it established the precedent for deploying auditors to support military operations in or near combat zones. This work laid the groundwork for future missions in places like Iraq and Afghanistan, where auditors have continued to provide critical oversight on the front lines, ensuring that taxpayer dollars are protected from fraud, waste, and abuse.
