Cambridge International Systems, Inc. (Cambridge) and the former executive vice president, Russell Thurston, pleaded guilty to a conspiracy to commit bribery scheme. The scheme involved Mr. Thurston offering numerous gifts to former Naval Information Warfare Center employee James Soriano in exchange for his help securing millions of dollars in government contracts. Mr. Thurston periodically received pay bonuses from Cambridge, totaling between $150,000 and $250,000; he is scheduled to appear before a U.S. District Judge for sentencing April 11, 2025. The company, Cambridge, acting through Mr. Thurston, was charged separately and pleaded guilty to conspiracy to commit bribery. As a result, Cambridge was ordered to forfeit over $1.6 million in profits and pay for $2.25 million fine.
DCAA Operations Investigative Support Division (OIS) investigative auditors collaborated with multiple agencies and investigative department to support the criminal investigation. Investigative auditors supported the investigation by providing extensive assistance, reviewing and analyzing years of bank records for several defendants, records, contract documents, and performing profit analysis.
